Level 1 ASP Authorisation

Apply for company and individual Level 1 ASP Authorisation

All companies and individuals performing contestable work on or near the Essential Energy network must register under our Authorisation Framework.

Essential Energy authorises the Level 1 ASP company or firm and its employees to work on or near Essential Energy’s distribution system and to construct and install assets that will become Essential Energy assets when they are commissioned.

Applying for company authorisation

Follow the steps below to apply for Level 1 ASP Authorisation for a company.

An initial authorisation fee is payable upon authorisation. A renewal charge will apply every 12 months on your renewal date. Refer to section 17.1 of our Price Schedule for Ancillary Network Services for details.

Step 1 - Complete and return the authorisation agreement and original bank guarantee

Complete and sign the Level 1 Authorisation Agreement.

Each authorised company must also provide a bank guarantee to the value of $25,000.00. You can find an example of a correctly worded bank guarantee in  Annexure 2 of the authorisation agreement.

For assistance in preparing your bank guarantee, contact us at aspinfo@essentialenergy.com.au. You can speak to our Revenue Assurance and ASP Compliance Managers via phone or Zoom. Before speaking to us, contact your financial institution to understand their specific processes and requirements.

IMPORTANT - We currently do not accept digital versions of your authorisation agreement. Send the original signed agreement and bank guarantee documentation via registered post to:

Step 2 - Complete supporting documentation online

Complete the Level 1 ASP Company Authorisation form.  After you submit the form, we will send you an email with a request for supporting documents. Reply to this email with the below documentation attached.

Applying for individual authorisation

Follow the steps below to apply for Level 1 ASP Authorisation for an individual.

Step 1 - Complete the application form

Complete and sign the application form - CEOF6203 - Application for Authorisation (ASP 1 & 2)

Please make sure to complete the application in full. Both the applicant (Section B) and business operator or representative (Section D) must sign the form. Only digital encrypted or handwritten “wet”
signatures are acceptable.

Fill in the Level 1 ASP Company Authorisation form and submit with the signed application attached.

Step 2 - Complete supporting documentation

After you apply, we will send you an email with a request for supporting documents. Reply to this email with the below documentation attached.

  • Copy of Department of Planning & Environment – Level 1 Accreditation Letter
  • Copy of Department of Planning & Environment – Employee Registration Letter
  • Copy of qualification certificate for class of authorisation being sought (Powerline Worker or Underground Cable Jointer)
  • RTO issued evidence / Statement of Attainment for the following training units:
    • HLTAID001/ HLTAID009 - Perform Cardiopulmonary Resuscitation. Required for all Authorisation
      Levels 
    • UETTDREL14 /UETDREL006 - Working safely near live electrical apparatus as a non-electrical worker. Required for competent assistants, plant operators & telecommunications authorisations
    • UETTDRRF01- Apply ESI safety rules, codes of practice and procedures for work on or near electrical apparatus. Essential Energy Electrical Safety Rules required for all Authorisations
    • UETTDRRF02 / UETDRRF003 - Perform pole top rescue. Required if working from a ladder or assisting anyone up a ladder 
    • UETTDRRF03 / UETDRRF002 - Perform EWP rescue. Required if working from an EWP or assisting anyone in an EWP
    • UETTDRRF06 / UETDRRF004 - Perform rescue from a live LV panel. Required for groundline work or assisting anyone working groundline 
    • UETTDRRF08 - Perform EWP controlled descent escape. Required if working from an EWP. Not required for a competent assistant 
    • UETTDRRF10 / UETDRRF007 - Provide first aid in an ESI environment. Required for all authorisations
    • UETTDRRF11 - Testing of connections to LV electricity networks. Not required for competent assistants, plant operators or telecommunications authorisations.
  • CJA001 (Essential Energy’s CJ Awareness Session) for all Class 1B and 1C applicants. To enrol please email trainingservicesadmin@essentialenergy.com.au

Step 3 - Attend induction

To finalise your authorisation you must attend an ASP Induction. We will send you enrolment details for induction once your application is approved.

Inductions take place over Zoom and take approximately 2 hours.

If you are applying for Level 1 A, B or C you are eligible for access permit recipient authorisation aligning with Level 1 classes. You can apply to enrol into an Essential Energy access permit recipient course via our training page. The access permit recipient authorisation will go into effect once you have successfully completed the session and have an active Level 1 authorisation.

Step 4 - Receive authorisation and Essential Connections registration

We will activate your authorisation once you have completed your induction. We will issue your authorisation ID card and register you in our secure Essential Connections portal.

As a registered user, you can submit enquiries, make applications and track open cases. Please let us know if your qualified personnel also needs access to our portal.
